GENERAL INFORMATION
Clark County is anticipating an 20th year CDBG grant of approximately $5,881,000. Future annual amounts will vary slightly. The formula allocating the CDBG funds has been adjusted from past years as part of the new sixth three-year Urban County Consortium. Funds going to the City of North Las Vegas entitlement will be passed to that entity, and the Cities of Boulder City and Mesquite will receive 3 percent and .5 percent respective of the County's share of the grant. Clark County is not accepting applications for Capital Improvements. Please submit applications for Public Service and Economic Development only.
WHO SHOULD SUBMIT THE CLARK COUNTY CDBG APPLICATION FORM?
1. Non-profit or for-profit applicants planning to target their services and/or locate their projects in the unincorporated areas or in the County at-large;
2. Unincorporated towns; and
3. The Cities of North Las Vegas and Boulder City.
Applicants requesting funds for projects in the incorporated cities should contact the appropriate officials listed below:

Applications for North Las Vegas, Boulder City, and Mesquite funding as well as unincorporated town applications must be accompanied by evidence of endorsement from their respective City Councils or town advisory boards.
HOW AND WHEN WILL PROJECTS BE SELECTED FOR FUNDING?
The Community Development Advisory Committee (CDAC) is composed of nineteen representatives from the unincorporated towns and unincorporated areas, one from the City of North Las Vegas, one from Boulder City, one from Mesquite, and 14 from the County at-large. All applications will be reviewed by this Committee. In order to review all applications, CDAC will hold a number of hearings where the applicants may make project presentations. CDAC will subsequently make recommendations to the Board of County Commissioners, who will then make final project selections. The projected date for final selections is March 2000, with the program year beginning in July.

Item #4: Project Description
Definitions:
Capital Improvement Projects: Street Improvements, Senior Centers, Facilities Rehabilitation, Flood Control, etc. - Not currently accepting applications for this.
Public Service Projects: Request for operating funds, purchase of equipment, health services, crime prevention, etc.
Economic Development Projects: Establishment of a revolving loan fund, commercial and industrial property improvements, etc.
In your description, address the following items as appropriate:
Capital Improvement and Public Service Projects
1. Discuss general project characteristics:
a. describe need for project,
b. describe proposed time-frame,
c. describe service area boundaries, and
d. describe benefit to low/moderate income, elderly, minority, and handicapped populations.
Economic Development Projects
1. Discuss:
a. the number of minority or small business beneficiaries,
b. project's effect on areas with unemployed and low income people,
c. the unemployment rate of the project area, and
d. description of the number and types of permanent jobs that the project will create or retain of which 51% are either actually taken by low/mod persons or can be considered to be available to low/moderate income (See Determination of Project Benefit to Low and.
Moderate Income Persons)
Capital Improvement Projects
1. Include a site map of the proposed development.
2. Include a discussion of all applicable site characteristics.
a. Is the project located within a floodplain (refer to a FEMA
Flood Insurance map)?
b. Is the project located within a wetlands area?
c. Will the project impact items of historical or archaeological significance?
d. Is there accessibility for program beneficiaries (paved streets, curb and
gutters, nearest bus stop)?
3. Include descriptions of the proposed facility as applicable.
a. What activities will be housed in the facility?
b. Is this a new construction project? Rehabilitation? Addition? Upgrade?
c. What is the size of the project (square footage, linear feet, square yards, etc.)?
d. What year was the facility constructed?
4. List owner(s) of the proposed building site. If the site is not owned by your
organization, has a lease agreement been executed in order for your organization
to utilize this land?
Please note that for the unincorporated areas use Flood Insurance Rate (FIRM) Map dated September 29, 1989; for North Las Vegas use FHB Map dated January 26, 1981; and for Boulder City use Federal Emergency Management Agency (FEMA) dated September 16, 1981 (Las Vegas: FIRM Map dated October 18, 1983).
Item #5: Project Objectives
Identify specific problems/needs that this project is intended to held solve including the provision of long range goals.
Item #6: Project Benefit
A project must qualify under at least one of the following categories: (A) benefit to low/moderate income persons, (B) eliminating slums & blight, or (C) urgent need.
A. Benefit to low/moderate income persons
In order for a project to qualify under this category it must meet one of the following:
1) the project has eligibility requirements restricting service to low/moderate income families; or
2) the project is located in a low/moderate income area and the majority (51%) of the expected beneficiaries will be low/moderate income residents, (see CDBG Eligible Areas map), or
3) the project provides a service which principally benefits low and moderate income persons (includes elderly and handicapped).
B. Elimination of Slums and Blight
For a project to qualify as eliminating slums and blight, it must upgrade a deteriorated area or eliminate detrimental conditions through acquisition, demolition, historic preservation, relocation, and rehabilitation as defined under 24 CFR 570.302 (e).
C. Urgent Need
Urgent need projects must alleviate a serious or immediate threat to the health or welfare of the community which has occurred within 18 months and where no other funds are available.
Item #7: Citizen Participation
Applications from North Las Vegas, Boulder City, Mesquite, and the unincorporated towns must receive the endorsement of their respective boards.
Please complete this section as appropriate.
Item #8: Not-for-Profit and For-Profit Organizational Information
This item should be completed by all organizations seeking CDBG funding which are non-profit or for-profit agencies. This information does not apply to town board or governmental agency requests.
Item #9: Relocations
Please indicate whether the project will result in relocation of households or businesses, either on a temporary or permanent basis.
Item #10: Proposed Project Budget
Please indicate the entire cost of the project as well as those portions the CDBG funds will be used to pay. Please delineate this information in the separate columns provided on the Project Budget Sheet. Also, please keep in mind that the Cities of North Las Vegas, Henderson, Boulder City, and Mesquite will administer their respective CDBG programs. Clark County will administer projects funded by the unincorporated County's CDBG funds. All projects must conform to applicable federal guidelines and will be monitored by the Clark County Community Resources Management Division staff for accountability. Federal regulations limit total administrative expenses to 20 percent, total public service to 15 percent, and total contingency to 10 percent of the County's CDBG grant entitlement.
Item #11: Committed Funds
Identify sources by name and amounts of committed funds agency has received for this project or program in current program year. If capital project involving funds allocated in various phases or years, indicate amount of funds committed in previous years.
Item #12: Proposed Revenue Sources
Please indicate the proposed revenue sources for this project. The figure in "Total Project Revenue" should be the same as Item #10 figures for "Total Project Costs."
Item #13: Applications for Other CDBG Monies
The Cities of North Las Vegas, Boulder City, and Mesquite each participate in Clark County's Entitlement Grant and receive a percentage of these funds to use within their respective jurisdictions. The Cities of Las Vegas and Henderson are entitlement cities and conduct separate CDBG programs and citizen participating processes. If you have an application pending from any of these entities, please indicate this as requested.

Please complete the information as instructed on that page of the
application. You may only choose one category and must indicate the number of
persons or items benefiting from the project.
Item #15: Attachments
Please attach the items requested to the application. Item 3 is only required from organizations that have been established within the last three years. As noted, failure to provide the requested documentation may be reason to deny and return the application.
Item #16: Supplemental Questions
Please answer the supplemental questions as indicated in the application.
Item #17: Applicant Certification
Be sure to print, sign, and mail the "Applicant Certification" that appears once you have pressed the "Send Form" button. This portion of the
application, along with support information, articles of incorporation, and all other
requested attachments must be mailed to:

Note: Please do not include any more than five pages of support information (not including Articles of Incorporation) to the application. If it is necessary to provide more than this amount, it may be presented at the time of the presentation. At this time, a total of thirty-five (35) copies of the additional information will need to be provided.
PROPER SUBMISSION OF THE CDBG APPLICATION:
Your online CDBG application must be submitted as follows (this does not
apply to a hard copy submission of the entire application):
1. All applications MUST be submitted by the deadline date including attachments that
must be mailed. Applications received late will not be considered in the funding process.2. Be sure to print, sign and mail the "Application Certification" that pops up upon
pressing the "Send Form" button.
3. One original and one complete copy need to be provided of the mailed information.
4. The original and one copy of the backup materials must be submitted in a sealed
envelope addressed with the: a) type of grant, b) the name of the organization submitting
the grant, and c) the priority number if more than one application is submitted.
5. Additional applications submitted must each be submitted in the same manner as
described above, with the proper priority number reflected on the outside of the envelope.
